Her name is Sophie and although we haven't been owned by her for very long, she means the world to us especially my 6 year old son. She is currently at a pet hospital (has been since yesterday) and everything looks good so far. I will know more tonight and believe me I have a list of questions for the Vet. I just wanted to know if anyone else has had a dog with this and how their quality of life has been. Sophie had no prior symptoms before the incident that prompted us the seek medical attention, I think it may have been brought on by stress(she went for a haircut because the heat where I live was bothering her, vet said it was okay to do it) or possibly a reaction to the shampoo the groomer used.
I have been told that it is a genetic *disease* but I feel totally responsible for it happening because I got her hair cut. And here I thought I was helping her :(

I should also mention that the collapse is in her chest area not the throat area(sorry I can't think of the medical terms to describe it right now)

It isn't your fault at all. Taking your dog to a groomer in the summertime is a very thoughtful thing to do. Some dogs are born with weak tracheas and this would have happened at some time anyway, it just happened after a trip to the groomers.

Small dogs can have this condition called "collapsed trachea syndrome" and it usually doesn't need medical treatment. Many dachshunds have it and my current three all display this behavior from time to time. It only lasts for 10 to 30 seconds and doesn't seem to have any causual trigger. I do understand that in extreme cases it can be surgically corrected.

I'm curious as to how long did it last and did it happen when the dog was up or laying down?

Oh, not in the throat, then forget everything I said.
