The guys may be looking for accepting body language or gestures before moving in.
The male ego is a fragile thing. Many guys will try to make eye contact with a girl and then watch to see if she makes eye contact back, an inviting smile... a come hither gesture, etc.
Next time a guy stares at you, make eye contact, glance away and down... wait a few seconds then look back at him, make eye contact and smile.
Also, check your body language. Crossed arms is a defensive posture and is the same as saying - I'm a hard nut to crack. An open relaxed posture show that you are approachable, not closed.
Shy people are often mistaken for aloof or unfriendly because they don't immediately respond with the expected responses to flirts, etc. If you think that may be the case - buy a book on flirting/body language and study it - or watch popular girls and how they react when guys are flirting with them... note eyes, smile, posture, hands, etc. Start emulating it - no matter how stupid it might seem and see if it makes a difference.

The guys who are admiring you are probably afraid of being rejected or they don't know how to approach you. Some may even believe they're not "on your level". Society makes many men and women think like that. So, you may have to either change your personality a bit so that you don't appear to be like the girls who truly are snobby, conceited, and arrogant.
I don't believe you are that type but many guys may be afraid that you are. It's misjudging pretty girls and women who are really nice - stereotyping - you know what I mean?
So, you may have to make the first move sometimes or you even have to flirt with a guy you find interesting. Other than that, you will have to wait for the guys (including bad boys) with enough courage to speak to you.

Hi Jen,
It sounds like the age group of guys you are around - just not mature enough to approach you.
Is there a particular guy you are trying to attract? Why not approach him? It will break the ice, and if there happens to be someone else closeby (who had his eye on you) he will see you definitely are friendly and approachable.

Do you have a hot body and beautiful face? If so that is why they are looking at you. Talking would be a much greater committment and risk than just looking.
