The answer is always, especially when it contradicts what God's law is and there are no exceptions. Read the bible and it tells what his view point is, it becomes easier to distinguish with study and meditation.

True Christians are in a saved condition in that they are in an approved position before God. As a group, their salvation is sure. Individually, they must meet God's requirements. Christians are to obey governments .....except when a government asks for something that's in contradiction to what God asks.
Between the two, obeying God is the priority.

When the laws of man conflict with the laws of God. This occurs even in so-called Christian nations. Currently, in Armenia and Nagorno-Karabakh there are 73 Jehovah's Witnesses who are in prison for their conscientious refusal of military service on religious grounds. Of these, 63 have been tried and convicted and 10 have been charged and are awaiting their trial. God's law states "Thou shalt not kill" and that true Christians are guided by the law of love (John13:35) they are subjects of the Prince of Peace, Jesus Christ and as such do not learn war anymore.(Isaiah 2:4)

Jehovah wants us to follow the rules of the road when we drive a car, he wants us to pay taxes. remember Jesus Christ said pay Caesar things to Caesar and God's things to God. as long as the rules to go against Jehovah God. man gets us into trouble, but Jehovah never does get us into trouble if only people would only listen to him.

when they interfere with us obeying God..as it has been seen before when they restrained Jehovahs WItnesses from preaching..so basically its just anything that goes against Gods will

only when if what man is telling us to do goes against what God is telling us to do.
like the bible says to be obedient to your parents, and to respect the authority's. But if they like told us to kill someone we wouldn't. you know?
