im from the states, living in florence since 2002. ive never heard of free thermal spa's. if i did, id be going there often.
ok first of all, i want to WARN you to NOT go to the Saturnia one..OMG..i do not understand how italians can SURVIVE breathing that smell!!! its a nice hotel, it has various pools, different temperatures, in a nice area..BUT it carries the most UNpleasant, UNdistinguishable smelllllllll......im seriously not joking... i know that its a completley natural smell, but STINKS like sh*t...and belive it or not..there are billions of italians there that go to enjoy they're stay at that well known hotel..but me, being a foreigner cannot stand that smell..and im sure anyone else who is not use it does either.
i definetly do NOT recommend you to even go there unless you know what your going to get.
the only placei DO recommend you is the Grotta Giusti Spa..its pretty expensive, but its a real nice place, about 1 1/2 from florence in Montecattini Terme. and yes, you need a car for that, no buses, no trains.

There are just a few free thermal spas in Italy and all of them must be really hardly searched since they're always located (and hided....!!) close to on payment spa's buildings!!.
However those ones I know are rather far from Florence, not exactly in its neighbors...!! You need for a car since they're not connected with Florence,either by train or bus.
Basically I can suggest 2 locations :
One is Terme di Petriolo situated just in the between of Siena and Grosseto, alongside the national route, aka the
'superstrada'.You'll find a better description on the below website.
The other one is Terme di Saturnia , south to Grosseto and close to Manciano. At a 2 kms far from the main center of the spa there is a place named "Cascate del Mulino" (Mill's falls) where thermal bathing is free.

If you like to dive in hot termal water you can do it in Saturnia (about 100 km in the south of Florence) close to the spa centre there are rivers with free access, but forget a FREE spa!!!

no free spas I am afraid. Just after siena, follow signs for grosseto there is terme di petriolo - signs will be along the highway which is also a free thermal bath
