Well, hopefully someone who knows more German than I do will come up with an answer for you. Konig is king. Looking for "Regens" I came up with this definition, in German "Der Regens (lat. regieren) ist der Leiter eines Priesterseminares der Katholischen Kirche"
I think that that means that a regens is the head of a seminary, so I'm guessing "Konig des Regens" is the head of a seminary.
Edit:
And by the German definition, a catholic seminary at that.
Looking for other phrases with "des regens" in them and translating them at babel fish, apparently it does mean "king of the rain".
E. g., "Der Kö*** des Regens ist hier gewesen"= "the king of the rain was here".

Well, it's German and literally means "King of the rain." What it means in regards to spirituality, I don't know.
(Edit): I just googled "Koenig des Regens" and came up with a hit on the phrase inside a book by Grant Allen, in German translation, called The Great Taboo.

Was 'Konig' really spelled 'Kö***'? Because in this case, it means 'King'. I don't know what the rest means, though. Sorry.
