The waist does not refer to an actual structure, just an area of the body. A hip fracture is going to be a fracture of the pelvic bone.

The femoral head fits into the hip joint. When you hear someone talking about "hip replacement" they're talking about a replacement of the femoral head and the socket in the pelvic bone.

Hip is a general term for the pelvic region.
The laterally projecting prominence of the pelvis or pelvic region from the waist to the thigh is called the HIP.
In anatomy, the hip is the bony projection of the femur which is known as the greater trochanter, and the overlying muscle and fat. The hip joint is the joint between the femur and acetabulum of the pelvis and its primary function is to support the weight of the body in both static (e.g. standing) and dynamic (e.g. walking or running) postures.
