If you want your partitioning to create or alter the partition on which Windows is located, you have to boot from a Windows 2000 CD and allow it to start the Windows install. It will give you an option to parition and format the drive near the beginning of the install.
If you are wanting to partition a second drive, or an unused part of the main drive, you can go into the Control Panel and the Administrative Tools icon. Under Computer Management there is a Storage section. It will allow you to partition and format anything excep the partition in which Windows itself is located.
