Try taking a treat with you and when she does it the first time praise her and tell her how good she is then give her a treat also make sure you use some sort of word when praising her for ex. good girl you went potty over and over when ever she goes for you. She'll except the treat when she does go then when you say go potty (or what ever you decide to call it) she'll gladly go for the treat. When time goes on you can slowly wean the treats off. That's how I got my little guy to go when I house trained him he'd go outside and go when asked and only made a mistake in the house 2 times but I didn't give him trouble for I was away longer than expected he's 8 now He's a Silky

maybe you should think about getting rid of the dog or getting a dog sitter / kid next door . if the dog is young and being left indoors for long periods by itself its obviously going to drop a little present for you.
dogs need time and require a certain amount of commitment from there owners too.

how many times a day do you feed her ? she should go out one hour after feeding her and when she gets up from sleeping she has to go outside . dont use pads when they are this old it teaches them they can go inside the house ,not a good thing .

Crate her when you are not home and take her out right before and after she is crated. Feed her on a set schedule and allow plenty of time to take her potty before you leave. If you honestly do not have enough time for her please think about adopting her out to someone that does-she needs companionship and a regular schedule for her to be her happiest and healthiest.
