It must be a joke. They also say that praying whilst driving is to be encouraged. I'm sorry but I'd rather be concentrating on the road. Only time I'll be praying behind the wheel is if I'm heading for the rear end of a truck, at high speed, with no brakes. Why don't they try to do something about young Catholic children being murdered daily in Brazil?

Well here's the thing. Speeding is a relative concept. In Houston, TX, most of the streets have a posted speed limit of 35 mph, and most of the highways have a posted speed limit of 60 mph.
If you drive 60 on the street, you're going "too fast", but it's just right (or rather a little on the slow side) if you drive 60 on the highway.
It is still in keeping with Christian principles to drive at a safe and reasonable speed so as not to endanger your own life, the lives of your passengers, or the lives of other motorists or pedestrians. Not only that, but we are commanded to follow the secular authorities as long as they do not require us to compromise our relationship with God. Keeping that in mind, it does amount to sinning if you break the speed limit.
Of course, I am not one to throw stones, for I am a self-proclaimed speed demon (no evil pun intended).

The rules that the Vatican makes up shouldn't be taken as Biblical Gospel, though no speeding is a good idea because you're putting yourself as well as other motorists at risk for a bad accident.
They have good intentions, though.

Follow the laws of the land...If you break a law, you are sinning.
When you speed, You could possibly kill someone...or a family...so yeah...I would consider that a sin. Just slow down and think about the other people of the road and the children in the back seat.

I don't think speeding is a sin. However it is irresponsible. Someone who speeds and drives recklessly is showing a sad disregard for the safety of others. How does one justify putting another person in harm's way?

I'm not a catholic but I believe the bible does say that we should obey the laws set by our country leaders as long as they don't go against God. My mum was killed by someone speeding so I don't do it, never did before actually either, don't see the point.

Speeding is one of the major causes of road deaths.
If that is not of concern to the Church, then the Church ought to wake up
Christianity affects every area of life.
