They bark day and night
I have send them a letter- ignored.

Called Humane Society because there is reason to believe that they are being mistreated. Helped very little.

We need 3 other households to complain before authorities will do anything and don't think the neighbors want to get "involved"

There are noise ordinances in cities. If the dog barks at night, you can call the police. Perhaps when your neighbors get enough tickets they'll do something about the dog.

Start by letting them know how annoying it is to hear the dog all the time and find out what the laws are in your area as far as noise ordinances and inform the neighbors of them. If they are unwilling to listen and quiet the dogs call your police and make a formal complaint about it. If the barking continues after the complaint has been recorded you can call the police back and the neighbors wil be given a fine everytime the dogs are obnoxiously barking and they are called in.

Eh, in some cities/areas there are noise ordinances that you can fall back on. If nothing else, call the cops and report it anonymously. The cops will make a "friendly" visit (or should) to the neighbor and explain the problem from a neutral perspective. You might be surprised at how effective that is, and it only takes a phone call. You can get the non-emergency line by calling information or looking up your city's "dispatch line."

Go over there and tell them that their dog's barking is bothering you. If they still don't do anything about the problem then you can tell the authorities and they can give your neighbor a warning and if they don't follow through, they could be paying a fine the next time around.

If you know them ask them to keep their dogs in at night. If you don't know them then send them an anonomous letter saying that the neighborhood is being disturbed and if they can keep their dogs in during night hours. If they don't heed the letter you can call the police. Some one did this to me and I had no idea they annoyed people so much.
Don't point yourself out though cause they might not take it so well.

You don't specify day or night.. However most cities noise ordinances do not cover dogs. If the dogs are not damaging your property or geting loose or hurting anything other than your ears, there is not much you can do but learn to ignore it. Sorry!!

You'll have to tolerate them during the day, but definitely go and politely ask them to shut their dogs up. If they still don't take any action to prevent it you'll have to go to the authorities.

wow thats weird my neighbors dogs are barking right now,little annoying paris hilton dogs short of killing them you cant do much but i feel your pain
