Even relatively speaking (as in, they really should never see sun), no. Wait at least a month, 3 months ideally.

I had heard the 6 to 9 week thing too, but i am a tanning addict. I got a tattoo on my back and it has many bright colors, but i hit the beds again 2 weeks after getting it. That was over a year ago and all my colors are just a vibrant. So i say do whatever you feel comfortable with!!

Has it stopped flaking and itching? If so, put a really heavy spf (like 50 or more) on it and reapply aLOT. You should be fine. If it hasnt, i would suggest waiting until it has stopped flaking.
Whenever you expose your tattoo to the sun make sure you use a high spf sunscreen. Even if you don't use it on the rest of your body. Any amount of sun directly on your tattoo will begin to fade it.

Yes, but use a good sunblock, like the kind made for babies (50 SPF)
