I was wondering if you could buy and download OS X 10.4 to a PC, and instantly turn the operating system into a mac. Would it be that simple?

There is a project called osx86 that does just this. It's not easy at all, and requires a lot of dinking around, but several have pulled it off. It is, however against the terms of the License Agreement for OSx. The terms explicitly specify that the software must be run on Apple hardware.

In order to put Mac OSX you need to pirate a copy of Mac OSX X86. You need to have a special firmware interface that only newer computers have. It is possible but it is hard. People on you tube do it all the time.

I don't know exactly how but you can install Linux on your computer and from that install Mac OS X 10. I propose you do a web search on that.
