The "White House" has little positive or negative effect on a 3 trillion dollar a year economy. After all, the White House doesn't actually have the ability to spend money, that is a function of the Congress.

However if you wish to not give them credit, then you have to do the same with any other administration. Even more to the point, no future administration will have anything to do with creating jobs either. Works both ways, you can't take their credit and not do the same with everyone else.
