Yes, the data is very likely recoverable...unless he wiped the drive, in which case it only *may* be recoverable. Data on a formatted drive can be recovered easily with the right program, and these programs are freely available on the net... problem is, they are generally considered Hacker's Tools, and can raise some awkward questions with the "wrong" people.
Alternatively, you should be able to download the songs and videos from your iPod to your computer. Not having (or wanting) one, I don't know the precise method to do so, but it should be in your manual.
As for the money issue...yes he does, and no he doesn't. If he deliberately wiped the data, then yes he does. If it was accidental, or as a direct result of the work he was doing, no he doesn't. Additionally, like munitions in the military, data on a computer is considered expended/forfeit when you take your computer in...unless you specifically state you wish to keep the information on the HDD.
A tip - in future, once you have your tunes restored, burn them to CD (whether playable or in compressed format). This is legal in most jurisdictions, since you are creating a (single) copy for personal use, of music you have legally purchased. That way, if your files become corrupted, or go missing, you can restore them fairly easily.

No he doesn't owe you money. He should have told you to back up your info first. On the brighter side if you bought your songs from Itunes you can download them again for free.
"Itunes Music Store Says “In the event that a customers entire music library is lost, the iTunes Music Store does re-grant the purchases history"
So your really out nothig but a little time it takes to redownload.

He doesn't owe you a thing, especially money. Most likely you still have your songs and videos, they just aren't showing up in the ITunes Library. If you can hunt down all the songs, then you can put them back into the library. If you got them off of cd's try looking in C:\documents and settings\\my documents\my music There should be a folder with ITunes in the name of it. If you can't find your songs then there are programs to get your songs off your ipod. iCANexport is a good program for this. Check my sources. Before you do that though, you wanna be able to hook up your ipod to your computer without it auto-syncing. An easy way to do that is to hook it up to another computer with iTunes and it'll ask you first "This iPod is synced with another computer, do you want to sync with this one?" click no. Your ipod is still connected to their iTunes but you didn't sync music. You can go in and turn off the "auto-sync" feature. You can turn this on later after you put your music back on your computer. In real basic steps, this is what I suggest:
1) plug ipod into another computer, don't sync.
2) turn off auto-sync feature while connected to another computer
3) download and install iCANexport
4) plug in IPOD and withdraw all songs using iCAN (does not REMOVE songs, just copies them from your ipod). This can take several minutes (Note: if you click away from the iCAN window then it will apear to freeze, do not worry, it's still working) this may take several minutes
5) Import songs into iTunes, this may take several minutes.
6) [Optional] turn the auto-sync feature back on and continue as always.
I've had to do this a couple of times for my friends.

plop before touching a PC 2 be fix , u have to save alll ur files in an external Hard drive or do back up ..everyone knows that...it.. he should of tell you that...!!
Anyway if you have ur song in your ipod, just send them back to your pc ...!! it is very easy plug in your ipod u'll see all ur songs just drag and drop to the playlist!! in itunes
Wut u dont need 2 buy any software to extract the songs from ur ipod, MAN ipod is the simples thing 2 use, it is an Apple Product like using a Mac just get in itunes , connect you ipod , itunes will recognize it, u'll see ur ipod with all ur songs. just drag and drop them back to you playlist! is that simple!

Open up your iPod from my computing gadget then % to teach hidden archives. you have a track folder or despite now. once you open that there will be extra folders with the track unfold for the time of them. The songs could have weird and wonderful names yet as quickly as you place them in iTunes they pass back to known.

There are times that you can't save data. Every repair shop in the country has a waver on the check in sheet because of that.
If they are on your iPod you should be able to transfer them back to the computer.
