my sister's cockatiel did that. turns out she was depressed and the vet put her on medication. She also got another bird to keep hers company

The most common cause of feather plucking is stress, but if that doesn't seem to be the case, try the vision bird pacifier. I use it on some of the most stubborn pluckers that I have at the adoption and rescue shelter I work at. This toy is great because the bird preens the toy and pulls out the fibers instead of its own feathers. Good Luck!

If a bird is actually plucking, you need to get him to an avian vet asap. It only gets worse once it starts until you figure out what the problem is. It could be as simple as mites or an iritation and a vet can determine that as well as help corrrect the problem.
Sadly, it's generally an emotional/psychological problem that is difficult to repair. Make sure there are lots of toys and such for the bird to entertain himself. Are you letting him out as much as you can? Also, has anything in your daily routine and/or surroundings changed that would upset the bird?
Birds don't like change too well and can get easily frustrated and start plucking or even worse, self mutilating!
Get him to a vet asap. That should be your very first step if he has lots of toys, attention and stimulation to keep him busy!

Are you sure he is "pulling" them? All birds often groom themselves by arranging their feathers order and usually dont pull them. Sometimes when they are doing this some of their feathers fall out maybe 1 or 2 of the primary feathers and then 4 or 5 of the really itsy bitsy small feathers. After reading the previous posts i would also suggest its time for a playmate :) get him or her a bird friend to play with.

I have an ekkie as well. They get bored easily, but before you rule it behavioral problems I would take him to your local Avian vet and have tests run to make sure that he's healthy.

once the tests have come back and if he's healthy then you can assume it's behavioral.

Thing is with ekkie's is they're VERY sensitive to dye's in their food. If your currently feeding him a seed by KAYTEE or with ANY colored pellets or seed discard it right away.

Are you feeding fresh greens like spinach, mustard, collard greens on a daily basis? also fruits should also be given as well.

Birds often pull out their feather when they get stressed. Boredom and loneliness Is he in a room where people are ?Did you just get him? Did something in your household change?

birds that do this are called pluckers. They do this because they are depressed. try spending more time with him.
