"Red Tide" can occur in any body of water in the world that contains dinoflagellates and diatoms. The term "red tide" is actually considered a misnomer now as they aren't always red. They're now called harmful algal blooms and occur whenever conditions are right for a bloom of algae, typically when there is a higher than normal nutrient load which allows the algae to grow out of control. So basically anywhere you find algae, you can have a harmful bloom, even in fresh water.

It can occur in any ocean where the water reaches a certian temp. In icey water, The algae cannot "bloom" as the cold kills it. As our oceans warm, it spreads.

its caused by an influx of nitrates in the water which cause the red algae to grow exponentially, eventually the food sources runs out and the alagea dies increasing the water turbidity
