Guys always stare at me but never say anything. I don't think I am an unfriendly person. I just can be a little on the shy side when I don't really know someone. I can be smiling and laughing out with friends and still nothing.

Maybe they're shy. Give them a wink or something... A hint never hurts.
I'll be honest: I'm intimidated by very attractive girls. I can't look them in the face unless they show a hint. Maybe I've had bad experiences with them or something...

What age?
it is common for boys to feel embarrassed, scared, shy and at a complete loss for how to strike up a conversation....especially during the puberty years....at least if my experience has anything to say about it.
If you really want to talk...strike up the conversation yourself. Once they are engaged in conversation, a lot of the shyness dissapears

Walk with confidence honey, it does miracles. You may show your insecurities without knowing it, just have the attitude you do not have a doubt about your self or a care in the world and see if things change.
