Two ways at least:
1) start > run > msconfig
go to first page
choose selective startup
go through the list and choose apply or ok
You have to reboot
2) Here is a free program that works great
http://www.download.com/Startup-Inspector-for-Windows/3000-2086_4-10452094.html?tag=lst-0-3
go through the list one by one looking at programs
If you are not sure google the term
or google xprogramname spyware
someone else most likely asked the same question as you
At the worst you should be able to start in safe mode and turn it back on

Programs that start or load with Windows are controlled in the Microsoft Configuration Utility or "msconfig". To open the utility do the following. Click Start and then Run. In the run box, type "msconfig" without the quotes. When the utility open click the "Start up" tab. Now remove the check mark from those programs that you do not want to load with Windows. Be sure to leave things like the firewall and the anti virus, etc, running.

get Mike Lin's excellent free utility, Startup Control Panel.
also try Settings\Control Panel\Administrative Tools\Services & disable unnecessary programs from starting up. Use Snakefoot's guide to pare down the junk.
