I bank with KB and they put a block on my ATM card so it will not work outside Korea. I don't carrying a ton of cash or Traveler Checks with me when I go on vacation. Is there a bank that will issue me a card that will work outside Korea?

That is strange, because most banks will give you a card that works overseas. Maybe you don't have enough money in the account? The other easier choice is to get a credit card. Try Citibank. works just about anywhere on the planet for cash advances.

All bank ATM cards work everywhere. Just get an account at another bank, and that ATM card will work outside of Korea.

All you have to do is open an account...

Did you ask your bank to left the block, while you are outside of Korea? Banks can do that. My bank blocks international transaction unless I call them.
