The MTA has commuter bus service between New Carrollton and Annapolis but runs only during rush hours in the rush hour direction (inbound in the AM and outbound in the PM).

You could go to BWI Airport (via the B-30 Metrobus from Greenbelt) and take the Annapolis Connection bus - which runs every 2 hours but that service is very limited.
Your best bet would be to take Light Rail from BWI Airport to Linthicum Station and take the Cromwell Train. At Cromwell, transfer to the #14 bus which drops you off at the State House. The #14 has far more frequent service (about every hour) and runs much later but the B-30 bus stops running at 11 PM.

Okay, here's how to get to Annapolis without a car from DC. Ride the orange line to New Carrollton (the station closest to Annapolis) and then get out and walk right. Look along the bus stops for a sign that says "Young's Transportation" and bring seven dollars cash. Board THAT to go to naptown, and make sure to get a schedule or have it before you leave your house, because they usually run once every hour and stop running fairly early (especially on weekends).
Some of you need to research a little better.

You can take the Metro bus or the Metrorail. The rail might not take you exactly to where you're going but its faster and you can always transfer to a bus for a little fee.

To the right of the page, just type in where
you're coming from, where you want to go and what time. Then you can choose if you wanna take the bus or the train. There's maps, fee's, how far you'll have to walk from the bus stop/station and other things on this page too.
You can also call and talk to the customer svc. people. Just tell them where you're coming from, and where you wanna go.
