Guys always stare at me but never say anything. I don't think I am an unfriendly person. I just can be a little on the shy side when I don't really know someone.

Maybe they're shy. Give them a wink or something... A hint never hurts.
I'll be honest: I'm intimidated by very attractive girls. I can't look them in the face unless they show a hint. Maybe I've had bad experiences with them or something...

Guys don't 'stare' at you, they 'look' at you. When we look at a girl we try to make a vague portrait of what is she about, (can't explain this part clearly 4U).
When I look at a girl I expect to catch her eye.
If she breaks eye-contact with me I lose interest. If she doesn't smile to me I'm not interested either. If any of those happen (or even both, + if she looks nice, well-dressed) then I might do something crazy like saying 'hi' and engage a conversation. Else I move on, cause she gave me no hints of being interested in a conversation or in me.
Note I'm not talking about nigtclubs where guys go to hit on 20 girls in 20 minutes, I'm talking about everyday walks in the park, bus travel, going to a shopping mall etc.

Maybe they are just intimidated? The thing is that since you are a shy side it can also seem like you'll look down upon when they try to make a move. A girl that smiles and seems genuinely nice would seem to be easier to talk to because she seems more inviting.

Because guys are idiots sometimes... if you see one you're interested in checking you out, you should hold his stare for a few seconds or if you're out, buy him a drink... make the move, sometimes guys don't realize a good thing when they see her.

one reason YOUR HOT simple you are hot and although they cant help but stare and wish you were with them, they cant take the chance of rejection from such a hot women. As a man I KNOW the reason but I too may be intimiadted sorry yoru simply too hot for us!
