no, you know who they are looking at, you. you want to know what they are looking at on you, maybe your shirt or eyes.

No it should not. It would be more like, Why are you staring at me. What would be closer than who. What might be the green veggie caught in your teeth. It might be that one of your eyes is different colour than the other. Many more reasons.

Who does not apply at all unless they actually do know you and then you would most likely know them. If they do not know you then who can not be answered.

I hope you understand that words are not always used properly but are used in such ways constantly and everyone seems to know what it means.

They say what because they assume that it is something wrong with them that is causing you to stare, not just that you want to stare at them as a person. For example, is my hair sticking up? The what is my hair. Is my shirt on backwards? The what is my shirt.

I like this question, it made me laugh and I see your point, but no it should not be "who are you looking at" because people do not want to implicate themselves into the life of a person they do not know. Funny, funny question though. Real classic. ; )

That is why people reply, "Not much."

Who are you looking at is far more intelligent.

Or maybe "Are you looking at me?"

But "what" is grammatically incorrect because the subject of the sentence is a person, not a thing.

Actually I think it should be "Whom are you looking at?" If you turn it around to a statement it is "You are looking at whom". Whom has to be used since it is the object of a preposition.

Don't end your sentences with a preposition.
