You are right that they can only get pregnant during some of the cycle but exactally what days can vary on individual.
I have heard of pregnancy from matings on day 5 through day 26 so just assume if she's in heat she can get pregnant.

Your dog will stay in heat for three weeks..coming in, during and going out. Even though she can get pregnant anytime during that time..Her prime will start on the 12 day of her heat cycle. Give or take a few days. During the second week you really have to watch her.

When your dog seems to have a "period" (i.e. bleeding), that's the start of the proestus stage. In about a week (7-9 days), she stops bleeding, and this is the estrus stage, when copulation with another dog can result in pregnancy. It lasts about two weeks. If she doesn't get pregnant, she has another week of bleeding and it will be another 6-7 mo before it starts over again.
