If you are an officer, call it in. If you are a towing company with actual possession of the vehicle and a need to notify the owner, fill out the form, pay the fee and get it. If you are an insurance company with a claim against the vehicle, fill out the form, pay the fee and get it. If you are none of the above, you can't, it's restricted information.

Yes it is possible, however, you would have to be with the police dept to get the info. If not, then you will need to have a friend with the DMV. They would have access to the state records with the address. good luck.

In some states the DMV won't give out that info, but if you ask the police, Sheriff or Highway patrol they may. But only if it is for good intentions.
