Parakeets or Cockatiels would best the best type of birds to start off with as a beginner, in my opinion. Cockatiels, being the better choice of the two, like to be around people.

For a beginner with birds, who likes chihuahuas, I would recommend a cockatiel. They are easy to tame and social. I'd recommend getting one from a breeder or one that is hand-fed, but this is not absolutely necessary with cockatiels, as they can generally become very attached to you if you can tolerate a few nips in the process. Have the bird's wings clipped at least at first, until it gets used to you.
Parakeets can also be very good, but some of them just don't like to be handled, and bite a lot. If you get one that is already tame, it can be a fine pet. Even those who don't like to be handled can become good talkers; and they do like to have you in the room to talk to. I recommend keeping the bird in the room where you eat, as this makes them feel part of the family. They will be more tame and more likely to talk if you have only one bird, but if you can't spend much time with the bird, get it a companion.
These are my best recommendations for a pet bird that is social and easy to care for.

I did alot of research before I got my 1st bird. She was a hand reared cockateil. An awesome beauty that lived with me for 12 years. I now have 4 quaker parrots and an african grey. The quaker would make a good 1st bird if you intend on being home with it at least 3-4 hours per day. They can be VERY loud as can a conure. If you are an apartment dweller I would recommend a budgie or a cockateil. Not so loud. You should listen to how loud a parrot can get.

To see if you can handle the noise. They can be VERY demanding of your attention. They are also very endearing and wonderful love bugs too. I have 3 re-homed birds because people got in over their heads PLEASE take you time with this decision. There are MANY unloved, uncared for birds. Do not take this responsibility lightly. Thanks. Good Luck.

Google parrots & see what is around.

The bird needs to be suitable to your lifestyle.. The bird you choose, regardless of size, needs to be looked into thoroughly before getting the bird, proper care, feeding, daily routines, time required for you to spend with it etc...this all depends on how available & commited you are on the specific bird, as to the type to get.

The bigger you go, the harder the work, the more behaviours, but even small birds can come up with BIG behaviours so research.

Green cheek conures, lovebirds, budgies, cockatiels are usually a favorite first bird for most people.

If I were you I would go for a Budgie. They are a great beginner bird, easy to care for, inexpensive, can get tamed very easily, do not make much mess, playful and are simply adorable =] I, a couple of years ago was a beginner to birds and I chose a budgie to start off with, I am now in love with the little birds and think they are one of the best pets I've ever had.
Good luck with whatever bird you decide to go with!

Chickens are good pets. Not the typical type of bird that you would think about, but they have great personalities and they are beautiful lawn ornaments. Not to mention great pest control, too. I can honestly say that my chickens are like little dogs in a chicken costume, which is a bit weird I guess. But look into it if you have the available land. They would get along great with your chihuahua, if your dog doesn't chase them.

Maybe a parakeet or a Cockateel. We have a parakeet and my niece had a cockateel. I really liked the cockateel.
