Some birds are trained to stay on their shoulders. It's long extensive training but it can be done.

Others have their wings clipped. All my birds roam around outside, clipped.

Because they are bonded to that person, they would much rather stay with that person.

Usually the bird's wings are clipped as a precaution, but even a clipped bird can fly far on a small gust of wind (they might get a fright and fly). Which is why they should be wearing a harness.

Parrots that are quiet enough to sit on someones shoulder are usually hand reared and tame. Often the feathers on one wing is cut, this prevents the parrot from gaining any height and/or distance should it fly.

Some do fly away if their wings are not clipped and a breeze lifts them UP. Some are also stolen from shoulders. One has no control over a bird on their shoulder.

Parrots love their Mommy/Daddy so they want to stay with the one they love.

They could have their wings clipped or they could be a handfed bird that the person got when it was a baby, they get very attached th their owners and never want to leave. My bird will fly around a little but come right back to my hand when outside.

Most have their wings clipped, and if they generally like their owner, then they'll be more likely to stay. Also, birds tend to act more docile in strange territory. I did have a bird that had its wings clipped multiple times and could still fly...

if u have taken care of that parrot from its birth,its going to recognize you and start a liking you and enjoys your company.some times its also going to fly back to your shoulder.everytime it does you must reward it by offering something to eat.it will remember.unlike pigeons they are more faithful.some day the parrot will forget to return back,better keep his feathers clipped
