the system on a 99 crown is a full electronic servo so a vacuum concern is not an issue. my first question is does the horn work? the cruise system uses power from the horn circuit to activate the cruise so it the horn fuse is blown you get no cruise. the second question is if the air bag light is on, if it is the clockspring assy in the steering column is probly broken. in the horn does work and the air bag light is off you will need to find a service manual that will tell you how to test the switches, they are the next most common failure, the manual will also tell you how to check the resistence and voltages of the system, the only special tool you need is a multimeter.

are you mecanical? you need to check all fuses, lingage adjustments to the actuator, vacumm hoses, acuator diapram,
it can be a long process if the vacumm hoses are leaking at the switch, under the dash and out to the engine.You need to pick up a cheap hand vacumm pump for testing.
