What are some good photo enhancing programs?

I have a digital camera-HP.

Photoshop or great, but expensive, and "Photoshop Elements" is often given away with cameras, this is a cut down but "adequate" versiopn. Also much cheaper to buy.

I persoanlly prefer "Paint Shop Pro" for most of my work, miles cheaper than the big names and perfectly adequate.
