Who is the monster speaking to? I think it's himself but i'm not sure. How would you explain this quote?

The monster is narrating the story. He is talking to his rescuers as he lays dying. Picture waking up and seeing everyone looking different from you "I saw and heard none like me." How would you feel? He then questions if he was a monster from whom all people ran away and who was unloved and feared.
