The obvious answer of course would be to say that it's a vestigial process that serves both to make birds/mammals look larger when frightened, and to create air pockets they can use to stay warm... Us not having fur, these responses seem a bit silly, but ultimately harmless so they have no effect on natural selection.

Is there a reason God decided to randomly make our hair follicles uselessly get pointy when we're scared?

It had NO EFFECT on natural selection. People would still mate with other people that got goosebumps, so it is still in our genetic coding.

Its caused by adrenaline, a hormone our body releases when in fear.
