Theyr'e called pay per click programs. Most popular is adsense but I guess you meant not that one.
Pay per click affiliate programs aren't that popular because of the abuse they would expect to get. Just imagine if you found one, you could get your friends to click on the link all day and fill your pockets. You would find some though although if you do they only pay $0.01 to about $0.10.

I too believe that you are seeking something like adsense because that's what you are describing.
Abuse has been a really big issue with it because it was well...ripe for abuse....and seemed too good to be true.
