The tape may be getting old.
The VCR heads may be getting old...
Or the tracking may be off. Most VCRs have a way to adjust tracking which should improve video quality.

The combo units I've seen typically split off from one play to another with a dial or switch. It sounds like partial play may be trying to go to DVD simultaneously. Are you sure you have set the machine to play VCR not DVD?

(I know this sounds like a simple question but some people think they just have to pop the tape in & the machine will know what to do. Sometimes this IS true.
