It depends what religion. Historically, Jews have been encouraged to pursue learning and wisdom, even in secular areas. Other people have learned to read in order to read the Bible or studied medicine to become missionaries. I'm not as familiar with Eastern religions but I'm sure there are similar examples.
I couldn't get the link to work but I assume you are referring to the question which seems to say that anyone who doesn't follow that person's beliefs is dumbing down the world. I think you just have to consider the source of that opinion and recognize that religions have to be considered on their own merits and atheism certainly encourages intelligent scientific thinking.

If one cannot openly debate or question the religions rules/ regulations/ expectations/ interpretations- then I would have to say that religion, for the most part, dumbs people down.

Well the Bible teaches to be peaceful, mericful, kind, forgiving, loving, caring, joyful, respectful, trustworthy, and to help others. Obviously it isn't teaching people to be horrible. It teaches others how to get along with one another. That is how the world would become smarter.
