Well it would have been nice if you had least put down the city your talking about.
Because cigarettes are regulated by state and federal law and pot is just plain illegal under state and federal law because it is not controlled by either or manufactured by neither one.
I mean a vendor has a lot more to loose and get fined for selling cigarettes to underage children just as much as them getting pot illegally so why the fine for pot is way lower than the fine for cigarettes is a damn good question.
And if you trust your friend so much than why don't you both check the laws of your city or state to get the answer as to why such a difference in fines.

i wouldn't take your friend's word for it.
in texas, "possession of marijuana less than 2 oz" OR "POM greater than 2 oz but less than 4 oz" are both class 'b' misdemeanors with a 1-3 year probation + 300$ to $500 fine + court costs (lowest being $249) for first offense. possession of a cigarette by a minor first offense is up to a $500 fine.
"POM greater than 4 ounces but less than 4 lbs" is a class 'a' misdemeanor with a 2-5 year probation + $500 or more fine + court costs for first offense.
"POM over 4 lbs" is a felony.
any of those in a drug free zone is an automatic felony regurardless of the amount of pot possessed.
you sure you want to take your friend's word for it on the $25 fine? he might be confusing the fine amount with how much he paid the dealer for his quater.

Don't know about the fines, etc. but Pot is much worse. It changes your perception of things. One joint is as deadly as smokeing 5 cigerettes. If a person never smokes a cigerette, I would think they would be much more unlikely to smoke a joint. When you care enough about yourself not to ruin your lungs with tobacco, you sure aren't going to be stupid enough to use pot in them. Maybe this is why. They are going to (as Barney Fife says)"nip it, nip it in the bud !"

Because we DO NOT live in a free country as we are told. We are constantly policed regardless of what we do. This was proven in the last two presidential elections!

Pot is illegal for everyone, but nicotine is restricted according to age. The word is "offense," by the way, not "offensive."

Who cares! It's a wonderful Law, It's fair, and I would love it if my town or state would enact such a wonderful piece of legislation. Cigarettes will kill you, pot will thrill you!

What is your municipality? The best answer I can give you on the scant information, surprisingly, is to just call the cops on the non emergence line and ask them. Don't laugh, it works.
