The theory is more sound than the other answerers are saying. The hydrogen generator sounds like a spin off of a more expensive product product produced by Canadian Hydrogen Energy for semi tractors. It is called "hydrogen fuel injection". It has a similar effect to adding laughing gas to your fuel mixture except not quite as good. Except normally the effect is closer to 10% mpg using the much more expensive units that Canadian Hydrogen Energy built.
The reason a common gas engine isn't more efficient is because the air the engine intakes isn't very well suited for combustion. The best would be pure oxygen, but there are a lot of non burnable gases being pulled into the fuel mixture as well. What hydrogen injection does is makes the air mixture a little more ideal and a much larger portion of the fuel will fully burn. The concept is well proven and has been around for at least the last 30 years. But in the past people had to carry around a tank of hydrogen to make it work. Nitrous Oxide (laughing gas) actually works better than hydrogen because of the oxygen content, but hydrogen does work.
That being said, I have no idea if the product you referenced is a fraud or not. It is bad copy cat of the ones made for semi tractors, and possibly not a safe or effective one. I haven't found any independent reviews of it.

I am not familiar with that particular product, but I cannot believe the claims. I know about making hydrogen from water using electricity. That is high school science. But it takes at least as much energy to make the hydrogen as you get back by burning the hydrogen. That is also high school science, although a more advanced class in school science. It is conservation of energy. You simply cannot improve your gas mileage if all the energy to make the hydrogen comes from the engine that will use the hydrogen as fuel. It is theoretically impossible. And remember, all the electric energy for your car comes from the alternator that is powered by the engine of the car. The engine turns the alternator, which charges up the battery, and in the case of this product, will also make hydrogen gas. Any improvement in mileage will be lost by the extra power the engine has to provide to turn the alternator to make the extra electricity to power the hydrogen generator.

If you take a course on electrical motor theory you will understand that while the motor does turn the alternator all the time, if you place a large load on it, it will require more gas. This just sounds like one of the many perpetual motion machines that everyone continues to push all the time. It probably would produce some extremely minor increase as there is some wasted energy produced by the alternator. But at the cost of the machine and the space in your vehicle. If this really worked, the car manufacturers would be putting it stock on cars.

That stuff has been around for the longest time all old tech even the Wankel motor which is a rotary motor . Muller ind. succeeded in miniaturizing it coming out with 150 hp you can hold in your hands and will burn on liquid that burns that was 20 years ago but nothing ever came of it . The hydrogen generator for your car that's so old and so easy to build yourself the saving on gas is hardly noticeable you can get one off eBay all day long for 10 bucks not same brand but same principles . Just a bunch of old crap that some back yard entrepreneur is trying to make a living at

This is a great way to make money from the young "green" rebels out there... Hydrogen generator from electrolysis... sounds great... powered by? what? your car's electrical system? oh... um... we just wasted energy making hydrogen. Energy from Gasoline --> Alternator--> electrolysis... to make more fuel. If the process was 100% efficient you would have a net energy gain of 0. Of course it's not 100%.. man... I'll sell you one if you want!

If the device works like it says it should it would be totally awesome....however it seems to be total crap, because in order to generate the amounts of hydrogen it would require constantly, the unit would have to be much bigger
