Melissa, I would recommend Catalina Island. They have a lot of this and are set up for it with rental gear, if you need it. And they have underwater pay tours and such...They also have boats going out of Marina Del Rey this summer. Don't know about shells and so on..The boats usually leave in the morning and come back around dinner time. I think round trip is around $40 or $50 and takes about and hour and a half each way...Have Fun...

The water here is quite cold. It will likely be about 65 degrees or so. The best spot I have ever dived, and that includes Hawaii, is a place north of LA call Leo Carrillo Beach. It has incredible Kelp forests that stretch as far as you can swim. It is a long swim. Another great place is on the Island of Catalina right in front of the Opera house. It is a big underwater wildlife sanctuary. One of the easiest places is in my area near Laguna Beach. There are several places to dive and snorkel. The rocks are the best place to dive when it is calm. A very long stretch between Laguna and Newport Beach, called Crystal Cove has some ok diving but it may be hard to find the reefs. Hopefully the waves will be down. It is bad for the surfers but makes diving much better.

San Diego is also a surprisingly good place to dive.

If it's a state beach you can't pick anything up off the beach except for ocean glass.
San Clemente has a nice beach.
Avalon (Catalina Island) has good snorkling.
