Generally as I find it.
How about:
(i) If it's down you put it up. If it's up, you put it down (afterwards);
(ii) If it's up she puts it down. If it's down, she puts it up (afterwards).
Is that not the fairest solution?

I love this question.
I work with 95% women and they are always complaining about their boyfriend / husband and the position of the toilet seat. They act like they go charging into the bathroom with the lights out, drop their pants, and sit where the toilet is without looking at what they are sitting on!
I live alone. When I need the seat up - I lift it up. When I need it down - I put it down. Simple.
If I use a toilet somewhere other than home: If I need the seat up - I lift it up. If it is already up - Hey! One less step!
Why do so many people act like lifting or lowering the toilet seat is some terribly difficult chore?

If you examine the appearance of the loo with the seat up and again with the seat down you will discover that the appliance is much less disgusting with the seat in the "down" position. My husband and I finally had this discussion and agreed to keep the lid in the down position; and then learned that mold very quickly grew when that happened.
I cannot speak for other women; but, I enjoy being a lady. I do not swear, I do not 'fight', I do not want to be treated like a man. I enjoy having doors opened for me...car doors, the door to a room, the door to my home, the door at a store. I believe that a man and woman in a relationship should treat one another with respect. Why is it such a big deal for a big man to place the seat back down when he is done urinating?
When a woman sits she does not 'spray the seat'.
For you to say that you will gain pleasure from "her having to lift the lid up", sounds to me as if there are problems in your relationship that need to be worked out. Mutual manners should have nothing to do with finding pleasure in your loved one "having" to do something.

You already answered and solved your problem. The only fair and logical solution is to always put both seat and lid down after each use. Then maybe your guests will also do the same. After I started doing that I never heard a peep out of my wife about this issue again and she always puts both seats down now too.

Okay this is the deal, if she would go into the bathroom at night when it's dark and does not turn on the lights ( so not to disturb anyone ), it would be proper to have had the lid up and the seat down. So following this scenario it would make sense to do the same all the time.

First I want to say that I am as straight as an arrow and as masculine as anyone else, but since I don't like getting piss-drops all over the walls, I sit down on the seat to pee. I think it's rude to use somebodys bathroom and leave a mess for them clean up and I don't like cleaning up urine at home either. So my answer is always DOWN.

It depends on the situation. If you are, say, in a house full of guys, you'd most likely keep the seat up, as a guy is most likely to use it next. If the house is predominately women, the seat goes down. When in doubt, put both down, it lets the next user choose for him or herself.

Coming from a family who are predominantly female, I have got in the habit of putting the loo seat down even without thinking. Saves a lot of hassle

OK.I'm going to say this once. The lid is there for a reason---to keep dirty water in the bowl. If open during flushing, toilet water is detectable everywhere in the WC--on toothbrushes for example. Everyone should lower the lid before flushing. It's not a girl/boy thing---it's an "I don't want to brush my teeth with pee-water" thing.

i get bitched at no matter if i leave it up or down.I cant figure out what is proper ettiquette here! I'm really lost.I'm going to start peeing in the damn shower and sink!
