A friend of mine makes her own foot lotion using a mix of generic baby lotion, and generic vaseline so it doesnt cost too much. She mixes it half and half, then layers it on her feet thick, wraps them in plastic bags for a half hour to an hour each day depending on how dry they are and it works! I suppose you could do the same thing and wear old socks to bed at night if you dont have the time to do the bag thing during the day.
Also, I use one of those foot pumice stones while I am in the bath then I bought a specific foot lotion and use that each night. Its worked for me.

I use a file made for dry rough skin and then a pumice stone. After that I use "Shea Butter Hand & Foot Treatment" from Bath & Body Works. It is an excellent product.

Can use Vaseline before you go to bed and wear socks. There's alot of moisturizers you can use that will help like Jergens, St. Ive's, etc.
I read that if you add 1/3 cup of milk to warm water and soak your feet in it, that the milk will help loosen and remove dead, dry skin. I tried it and it seemed to work pretty good, especially on my calluses, but I also used a pumice stone afterwards.

Pumus stone use in the shower when the skin is soft, do not remove to vigorously, do it over time, eg over a week or two, and put on some good foot cream.

A&D ointment, rub on feet generously, wear thick socks, and sleep. Another product is Aquaphor, like Vaseline but better, get the name brand, not generic.

Put a thick layer of vaseline on them before bed and put thick socks on...when you wake up and wash the vaseline off, they'll be soft :-)
