My grandpa took it off a sub at Mare Island years and years ago. It's white with two light blue stripes around the top - the lower one thinner than the top. I don't know what it was about the mug, but it was eventually dubbed MY teacup whenever I visited my grandparents, because I would reach all the way to the back of the cupboard to use specifically that one. It's gone now, broke or got lost or something. Where could I find one like it? Is there any kind of online surplus store? Or maybe ebay? I don't even know what to look for, I'm not sure if "navy-issue teacup" is descriptive enough.

Sorry, but from your description, I do not know what the teacup is. I can only guess that it may have been a cup that was used in the officer's mess aboard a ship, but not sure.
I am a retired U.S. Navy Senior Chief Petty Officer, that is living at the Armed Forces Retirement Home in Washington, D.C. I retired in 1977 so maybe your grandfather and I were/are the same age group.

I entered:

government issue officer mess coffee cup.

in a google search, and got some interesting returns, maybe you can do the same thing and check them out.
You could also change officer to

chief petty officer

and then to
enlisted

Sounds like standard issue navy china. I've got half a dozen coffee mugs in the same pattern. If I remember right the officer version had gold stripes.
