It won't allow me go into save mode, it give me the option to..but once i click on it..it get a message saying no input signal....can someone tell me how to repaired this

It's seems like a video card problem. Start by checking if the cable from your monitor to your PC is loose on any end. Unplug your computer from your PC and ensure that no pins on the cable are bent.
If eveything look good on this side, you will need to remove the casing of your computer. Locate the video card (its the one where you plug your monitor) and ensure that it's correclty plugged into your motherboard. (Theres is a chance that you wont have a separate video card on your computer, since many motherboard come with onboard video card).
If it still dont work, your card is probably dead. You will need to replace it. Bring your PC to a repair shop.

Most likely your video card software is damaged or corrupted. without safe mode, it will be tricky to fix, have you tried 'Last known good confiduration' ??
