The most astute Bible scholars think the ten horns represent Ten European nations who will combine to make one superpower from which the beast will emerge. The trouble is that these do not correspond closely to the scriptures including the fact that there are now eleven members.
The ten horns are dual which duality has a correspondence to the two horns of the second beast. The first part of the duality is ten divisions of political thought and consciousness on the earth. To give you an idea of the direction we are looking in, the first one is North America.Note that the division of the world is more along the lines of consciousness than strictly on boundaries.
The Ten Horns:
(1) North America
(2) Central and South America
(3) The United Kingdom--Includes Australia & New Zealand
(4) Europe
(5) Russia and neighboring countries
(6) Africa
(7) India
(8) China and Taiwan
(9) Japan and Korea
(10) The Middle East.
The second aspect is the spiritual divisions. As a hint, one of these is the Roman Catholic Church. What are the other nine? These are called kingdoms as seen by John (in the scriptures) because of the subtle use of authority. They can still herd us as animals just as much as the kings of old did.
The Ten Religions or crowns are:
(1) The Roman Catholic Church
(2) The Eastern Orthodox Church
(3) The Protestant religions Includes the Mormons even though they claim not to be protesting.
(4) Judaism
(5) Islam
(6) Shinto, Taoist
(8) Confucian
(9) Buddhist
(10) Hindu.
Atheism and the New Age are not religions in the Piscean sense. For instance, they have no churches or temples and what religion there is among New Agers is often closely aligned with Buddhism.
These ten religions account for about 99% of the church affiliations in the entire world.
Thus we have then ten horns and ten crowns who have given life to the beast even in our modern times.
Most of the sects see the beast as a great world antichrist dictator that will arrive on the scene just before the end of the world. They have been expecting him to show up any moment for many years. Some thought it was Hitler, but he wasn't quite awesome enough.
If they had read the writings of John they would have not been so deceived.
I John 4:3 And every spirit that confesseth not that Jesus Christ is come in the flesh is not of God: and this is that spirit of
antichrist, whereof ye have heard that it should come; and even now already is it in the world.
To fully understand this scripture you must realize that if you acknowledged Jesus as your authority rather than Caesar you were put to death. John here was acknowledging that this terrible misuse of authority made it clear that the antichrist or beast was already in the world.
If the antichrist or beast was already in the world 2000 years ago then why are the religious still waiting for him to surface?
Answer: They are deceived by the beast itself. They have followed authorities who have mislead them instead of looking at the source.
Notice how the authority of Jesus is described:
Matt 7:28-29 And it came to pass, when Jesus had ended these sayings, the people were astonished at his doctrine: For he taught them as one having authority, and not as the scribes.
The scribes were the one's the people looked to as authorities in scripture, yet there was something about the authority of Jesus that was different. What was it?
This is interesting wording. "For he taught them as one having authority, and not as the scribes."
Why would it say this when the scribes were considered the greatest authorities on the scriptures? The reason was that their only source of authority was their black and white memorization of the scriptures. They knew the words but did not know what they mean. They could never stand up and teach and just say the words off the Spirit pouring through their hearts. They could not teach without quoting some other authority.
Jesus, on the other hand, taught new things that were not quotes from any known book and this seemed to demonstrate a new kind of authority they had never seen before, an authority bestowed from within and accepted from within by others.
They were so astounded by this authority that did not depend on degrees and books that it is written:
Matt 21:23 And when he was come into the temple, the chief priests and the elders of the people came unto him as he was teaching, and said, By what authority doest thou these things? and who gave thee this authority?
Jesus had an authority that he could demonstrate and no one remembered seeing such a thing in the spiritual realm before. Jesus was the one man in the kingdom who did not have the mark of the beast.
Here Jesus spoke boldly against the negative use of authority:
Matt 23:13 But woe unto you, scribes and Pharisees, hypocrites! for ye shut up the kingdom of heaven against men: for ye neither go in yourselves, neither suffer ye them that are entering to go in.
First remember that "authority" is the key word or principle behind the power the beast has over humankind not the beast itself.
In addition to authority verse two says that he has "power" and a "seat" (or throne).
Now you can have a seat with no power or authority and you can have power with no authority or seat, but if you have authority you can always obtain power and a seat where you have something to rule over. When people recognize you have authority they will immediately give you power, but if they see that you have power only, they will sometimes run away to avoid the wrong use of that power.
Hitler had power and a seat even to the people of the United States, but he only had authority to the German people which in turn gave him power to be a beast to them. When the dragon gives the beast authority he automatically gives power and a seat (or some type of position from which to command).
The Beast itself is a giant world thoughtform that is a vehicle for the dragon to establish his authority.
The dragon gives authority to the beast but he owns the beast so he has lost nothing and still has control.
Remember the importance of seeing the exactness in the words of a teacher such as John who wrote the Book of Revelation. Notice that the word "Lie" is never used in connection with the beast?
Actually, the beast will often use the truth to increase his authority. The deception to accept his authority comes from our own self deception and has little to do with the beast itself. "To thine own self be true" is not something one can do until he reaches a certain degree of evolution; therefore, the beast does not even have to lie.
Take the former Soviet Union. Communism there was established on a true principle of equality, sharing and equal rights. Why didn't it work? Because the beast demanded unquestioned authority and this turned good into evil.
It is good that we help the poor, but if we submit to an authority that takes all of our money and gives it to the poor, then we will be poor, too.
Unquestioned or unproven authority is always a destroying energy.
The beast represents the energy of unjust, unearned blind authority. He was created "out of the sea" and the sea represents the multitudes of the people of the earth.

If you understand that the 7 seals opened represent the 7000 years of the existence of the earth in its current terrestrial state, you'll realize that these 10 horns and the end of spoken church age occurred 1000-1500 years ago. So the answer is no. The world empire spoken of as a the beast (see Revelation 13) isn't necessarily a nation. It could be a group. And a common feature of Hebrew literature is that it probably represents many different things. In fact there are most definitely many different symbols represented by the beast, the horns, the woman, etc.

I firmly believe that the European Union is the infrastructure for the revived Roman Empire. Some believe that this empire will be in the middle east, but Revelation 17:9 speaks of the "seven mountains". Rome has always been recognized as the city built on seven hills or mountains. By the way the EU is in talks of ammending their constitution to elect one strong dictator to permanantly rule, and to conjoin states of the EU for the purpose of larger economic states being able to reflect their size ( which the number 10 has been mentioned). Also the Euro, which is the start of a one world currency, and the talks of a one world religion (since religion is the lowest common denominator among people).
I wish I knew exactly which kings or nations will be subdued or plucked up from the roots, but I think it will be the first three who will turn against Israel during this time of peace.
Daniel 9:27 speaks of a peace treaty that the Antichrist will confirm with many. This is a pseudo peace that he will confirm with Israel. The Antichrist will convince the Jewish people that he is their messiah. That will be the way that he has access to the temple to desecrate it.
Now that I have chased that rabbit... that's why I think that it will be the first three that turn against Israel. Now who that could be....I'm not sure.
I have been using resources from Jimmy De Young ( a highly revered prophecy expert ) of which is good friends with my pastor. I would suggest getting his CD set called The Daniel papers. I am getting ready to purchase them for my studies. I have heard they are awesome.

It says that these 10 kings have not received their kingdoms but upon doing so would act in unity and war against the lamb and those who follow him.
As the Revelation is a view into the future, read it not as 2000 years old, but, instead, written yesterday.
This indicates that world leaders all must come into power within a life span, or terms of office and act in unison during this time.
Although the E.U. is considered to be a prime candidate now, so was the U.N several years back.
I would be more concerned if the permanent members rose to 10 on the U.N. council.

No-these would be 10 nations of the old Roman Empire- revived.
Many thought it would be the EU, and still may be. If the EU falls back to 10 nations (which is very possible)-then look out! Re-unified Germany will be a major player (think, think, think about this).

The beast is a man (and his number is . . .)
All the pieces are in play . . . as we speak . . . the United States is really not in the picture . . . the Bible and Revelation in particular are only about the 'picture', the 'important stuff' . . . not about the whole world or every nation, etc.
There was a ten country alliance recently (with in 20 yrs). . I think the Euro-dollar is a result?

I don't believe any of the western countries are these "horns". I believe they are all countries from the European nations.
