well i had to hang up with my boyfriend .. i called him back like 2 minutes later and i guess he accidently left the phone off the hook. .. i always call him back because he is afraid to call my house so like ... yeh his phones been off the hook so when i call it's busy is there ny way i can reach him?!

Once it's off the hook, I think you're out of luck. An operator could "break in," potentially, but if no one is on the other end of the receiver to hear it, it's useless.
Can you call his house? Otherwise, go over there, IM him or e-mail.

No, there's nothing you can do until someone puts the phone back on the hook.
