It sounds like he is retarded or something... I was totally digging him, until I heard him speak, and now I know he likes me. It's so weird how somethign so simple can turn me off so much.... what should I do.... I wish I could help it but I honestly can't.

When you like someone, you accept their weaknesses and strengths, you accept or at least tolerate their faults. The guy cannot help for his voice, if you can't handle it just tell him you like him as a friend.

Everyone has their idiosynchrasies.
You probably have them too.
Maybe you bite your fingernails, tap your leg, crack your knuckles.
Or maybe there's something with you that bothers him. Maybe you have a big nose or crooked teeth or weird looking skin.
But when you love someone, you accept them for what they are and what they aren't.
You love both what they have and what they lack, and how it makes them who they are.
Give it a couple of weeks.
You may be able to look past it. ;)
