the propane tanks that sit outside at a lot of the big chain stores. What is there to keep terrorists from putting a type of explosive device on any of them and blowing away half or all of a large city? Has this been looked at?

No, they are not safe, and it would be relatively easy to blow them up. There is no way to make them safe, unless you want to spend large amounts of money to bury them underground, where they'll corrode and require even more money to repair, or hire armed guards to watch them 24 hours a day.

There are better uses of money, I think.

Propane tank storage areas are high hazard zones. Safety standards like NFPA-30 duly recognize potential risk and recommended fire protection measures to be adopted for each installation .
Security measures are also addressed by such codes.
