He'll be okay, but he wont like it. Imagine not seeing someone you love and are devoted to for 3 whole weeks. You'd be ok physically but emotionally you wouldn't be too happy. I understand having to go away, I just dont think he's going to be thrilled about it. My cockatiel gets angry at me if I go one day without taking him out, so expect a bit of the silent treatment when you get home.
If he's going to be alone in his cage for 3 weeks, he's going to need some entertainment. I suggest buying him some new toys, and maybe having a tv where he can see it, that your family member can turn on in the morning and turn off at night. (or put it on a sleep timer in the morning if they're only going to be coming by once a day). Also you should ask that person to maybe spend some time sitting by the cage and talking to your bird for a while each time they come by. That way he wont feel like he's been completely abandoned. Maybe even after a week of this, your bird will let that person take him out of his cage. Just as long as he has SOME type of interaction, and things to do in his cage while you're gone..He'll survive it..Just make sure you spoil him a ton when you get back. (after he forgives you, that is )

I do NOT think he will be okay. He will feel you have abandoned him. Is it not possible to take him with you?
If you had socialized him this would not be so traumatic for HIM. No bird should be a 'one person' bird unless the owner created this. Fix this when you return home.
You can talk to him and tell him you will be gone (3 weeks is a Very long time for a bird) but that you will return. If you can call him while you are gone, that might help. Or leave a tape of your voice to him and have your family member play it and spend some time talking to him. This is a critical time for you and your bird. You may do irreparable harm by leavin him with no love - and then again, maybe not.
People tend to minimize what birds need and you already know your bird needs daily love which he will not have for
3 weeks. What do you think???

He will be okay but I would still try to have your family member let him out of the cage every so often. Even just taking the cage in a smaller room and closing the door, just the bird and the person. maybe have a TV or Radio on for noise and just let your guy wander for a while around, making sure your family member keeps on eye on him. it's best for out of cage time if possible.
If your bird knows the Step-up command this shouldn't be too bad to get him back into his cage.
He will remember but most likely will be reluctant to have you touch him for a while.

gee! people have answered this question a bit harshly! She can't help going on holidays! Your bird will be fine. I go on holidays every few months for a week or two to see family and my birds are happy to see me when I get home. Don't stress too much.

He'll be fine but he may not be happy when he see's you again.
Make sure she's got plenty to do while you're away. Tiels hate change & this sort of change may put your tiels nose out of joint for a while.

My neighbor came over everynight and changed the paper inthe cage and fed and watered them. She got them out and talked to them They was happy to see me but one kinda held a grudge for a couple days and I was only gone for 5 days. They need one on one attention if that is what they are used to. How would you feel in that same situation?

Yeah the bird will have no problem the only thing is that after you get back he might be a little reluctant to let you hold him at first.
