Ignore that person all the time openly. He will know that you hate him and he won't be able to do anything about it.

Um, why would it posses you to tell someone you hate them. It would just be mean and spiteful, and regardless of what they have done to you, completely unnecessary. If they have done something to upset you, just take the high road and ignore them.
If you just randomly walk up to someone and say that you hate them, people won't just think that you're a jerk....you'll be one

You don't. Why let someone get to you so much that they make you feel that way. Only makes them feel better because they know they are getting a reaction out of you. Remember this quote:

I would not bother telling someone that I hated him or her. I would just sever the relationship and not associate with the person.
