If you have a styptic stick/powder that will work and if you don't have that good old white sugar will stop it. Just put it on the wing and apply pressure. Best of luck;^)

Corn flour packed on the spots stops bleeding. If it isn't stopped soon your budgie will die from loss of blood.
It wouldn't be the wings are cut too short. The person has cut the new blood feathers before they're fully grown.
When they get new feathers coming through they're called pin feathers. A nerve goes in the center of the feather & pumps blood through this until it's reached it's full growth. Once reached full growth, the nerve retracts itself. When you cut un under grown feather you also cut the nerve, so it bleeds which is dangerous. To make the nerve retract itself (a proffessional) sometimes pulls that feather out. Once retracted the bleeding stops. PLEASE DO NOT DO THIS unless you know what you're doing as this is extremely painful for the bird & if more than one feather is bleeding you shouldn't do this. The feathers being pulled out can also cause some damage.

Probably a blood feather. This might sound mean, but put him on a desk or table, stretch the wings out, have some flour handy, and pull the feathers out with a tweezer near the base. All the ones that are bleeding, then press some flour on for a few minutes. Cover his head with a light towel to calm him. He might shriek, but this is the best way.

If the blood feather was cut too short, it won't stop bleeding with flour or styptic powder. The feather shaft needs to be pulled out to stop the bleeding. Take your bird to the emergency hospital for treatment. It could easily bleed to death.

Do let that person know what happened. There should NEVER be any blood when trimming feathers. Bad person.

There is a product called quick stop, call a local pet store or your vet to see if they have it or similar. AND...never let that IDIOT trim it's wings again...done properly, it should be painless and bloodless...poor bird!!!!!!!
