I have a long haired taco bell dog (can't spell the other word) and I have him shaved down to about a inch of hair. I kept his tail a little longer. He is much cooler now and has alot less shedding. We both won on that deal.

Okay here is the skinny on cutting your pom's hair. It is fine to cut your dog's hair. Be prepared for it to look different. I am assuming that your pom is an inside dog. You do have to be careful about sunburn if your baby spends alot of time outside.
Okay now for the bad news. leaving about 1" is probably not going to happen and still have it look good. Poms have alot of undercoat and when you start cutting into that it is about like cutting a cotton ball, the more you cut the more chopped up it looks.
You can still get are REALLY cute lock but be prepared for it to have to go about 1/4 - 1/2" all over. Most of my customers that cut their poms down for the summer do what is called a lion clip where the mane around the head is fuller, the body is short and the tail can either be clipper or left full.
Ask the groomer to show you how short it will be before you decide.
good Luck!

While it is not safe to cut all the hair off, a trim is certainly okay. My Small German Spitz gets a haircut every now and then, but I never shave her to the skin. I prefer to trim her all over. While the SGS is related to the Pom, their coats are very different, but still the Spitz coat. If you take him to the groomer, explain to them that you just want to take a bit of hair off, but not completely.
Most fluffy dogs are born that way for a reason, because it protects them from both cold and the heat, but a nice trim will not damage the dog.
Here is a photo of my Small German Spitz (Klein Spitz) with a haircut:
