Depends on the situation.
Generally, we only think of them as difficult because we don't know what they want or why they want it. In certain "need it now" circumstances, just do what needs to be done - but follow up later to ask why? It helps to understand what will be done.

I do what he ask even though I might disagree with his path, then I collect information and statistics to show way he might be in error in his choice and present it to him as an idea in order to improve things.
