People do need to pick up the poop so you and I don't step in it and ruin our shoes. So, I think the better question is "Why DON'T horse people have to pick up their horse's poop?"

It's rude not to pick up your dog's crap. I used to live in an apartment complex and people in the neighborhood, who owned their homes, would take their dog to our front yard and let them sh!t all over. It's so rude. Nobody wants to step in dog crap. If a horse poos in the street, so what. Most people use sidewalks.

I don't know where you live at ,but if
your horse poops on our sidewalks or
street you'd better clean it up or get a fine. Some places require diapers. Dog
poo can't be used for fertilizer like horse
and cow manure, and it will spot your lawn, unlike the former.

Any horse in the city is strapped to a carriage that has bag to capture the horse's droppings. Sometimes, it doesn't. It's not done on purpose. That is no excuse for dog owners to be lazy*sses and not pick up after thier dogs. With a horse, its droppings are big enough for you to see it and avoid it. Not so with most dogs.

Jules you've never smelled horse manure before. My father owned some horses and let me tell you they can put a lot of methane in the air.

Normally the city provides people to clean-up after horses. As for dog feces, they can harbor many contagious diseases such as parvo. Parvo is extremely contagious and is primarily spread through dog feces. Clean-up reduces the spread of such diseases or baterial infections.

Horses walk on sidewalks? Where do you live??

Anyways, I would say it's because horse poo isn't stanky like dogs'. It's more of a fertilizer or dirt than noxious waste LOL.

Interesting question....
